Peer Review Process
The Journal of Property, Urban, and Regional Economics (JPURE) applies a rigorous double-blind peer-review process to ensure the quality, originality, credibility, and academic contribution of every published article. In this process, the identities of authors and reviewers are concealed from each other to support impartial and objective evaluation.
Initial Editorial Screening
After submission, each manuscript is screened by the editorial team to assess its relevance to the journal’s aims and scope, manuscript completeness, formatting compliance, originality, language quality, and basic ethical requirements.
Manuscripts that do not fit the journal’s scope, do not follow the author guidelines, or fail to meet minimum academic and ethical standards may be returned to authors or rejected before peer review.
Peer Review by External Reviewers
Manuscripts that pass the initial screening are assigned to at least two reviewers with relevant expertise in property economics, urban economics, regional development, public finance, land and property valuation, spatial governance, public asset management, or related fields.
Reviewers evaluate the manuscript based on originality, theoretical contribution, methodological rigor, clarity of argument, validity of data and analysis, relevance to the journal’s scope, quality of discussion, and contribution to academic knowledge, professional practice, or public policy.
If reviewer recommendations differ substantially, the editor may invite an additional reviewer or seek further editorial assessment before making a decision.
Review Criteria
Reviewers are asked to consider whether the manuscript:

Presents a clear research problem and contribution.

Engages with relevant and current literature.

Uses an appropriate research design and method.

Presents data, findings, tables, figures, and interpretations clearly.

Provides sound discussion and implications.

Follows ethical standards in research and publication.

Meets the journal’s academic writing and formatting requirements.
Editorial Decision
Based on reviewer reports and editorial assessment, the possible decisions are:

Accepted.

Accepted with minor revisions.

Major revisions required.

Resubmit for review.

Rejected.
Authors receiving a revision decision must submit a revised manuscript together with a response to reviewers explaining how each comment has been addressed. The editor will assess the revised manuscript and may send it for further review when necessary.
The final decision on publication is made by the Editor-in-Chief or the assigned editor based on reviewer recommendations, editorial judgment, and compliance with journal standards.
Review Duration
JPURE seeks to conduct the review process in a timely and responsible manner. The length of the review process may vary depending on reviewer availability, the complexity of the manuscript, and the extent of revisions required.
Authors will be informed of the editorial decision through the journal’s online submission system. For accepted articles, the submission and acceptance dates may be published as part of the article metadata.
Confidentiality and Ethical Standards
All submitted manuscripts, reviewer reports, editorial correspondence, and decision records are treated as confidential. Reviewers must not share, discuss, use, or distribute manuscript materials without permission from the editor.
JPURE expects all editors and reviewers to follow ethical peer-review practices. Reviewers must decline review invitations if they have a conflict of interest with the authors, institutions, funders, research topic, or manuscript content.
Articles Exempt from Peer Review
Research articles, review articles, conceptual papers, methodological papers, and case studies are subject to peer review. Editorial notes, announcements, and other non-research materials may be exempt from external peer review. When applicable, the journal will indicate the nature of editorial handling for such materials.
